I have been putting webpages together for a number of years, and the easiest to use software I have found for the buck is CoffeeCup http://www.coffeecup.com/. It's fairly inexpensive, and you get updates for a long time. It is not WYSIWYG, but has a good help section to get you going, and you learn HTML as you go.
