Shallow bilge?

I have an east coast triton #421 (internal ballast) I previously owned #389 also east coast and also internal ballast. The bilge on 389 was much deeper than 421. 421 has been filled with something, it appears to have been done by Pearson but with a boat this old it is hard to tell. It also had some trimming weights mounted forward under the cabin sole in the head and just aft of the water tank (about 60 lbs.) I recently read about another triton with a shallow bilge either on this site or the triton site which means that mine is not unique.

Anyone familiar with this configuration? Was it a factory option done by Pearson? What did they put in there that requires trimming? (I know I could drill a hole into it, but then I'd have to patch it)
