the washers were displayed so i could reference their clearance on the inside, which is were i plan to use them. the bolt head diameter refers to a normal hex bolt like you mentioned. those are the ones i plan to use the reason why im trying to get them inline and not vertically is an aesthetic one,...

i´ve used a Makita 9030 belt sander, 40 grit, revved to maximum, got some grooves in but nothing to worry about, a lot of dust even being careful with the vacuum.
next step: going to apply some paint stripper over the keel bolts, then wire brush them with a drill
